Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

One-time $250 premium credit for veteran owners

The law gives a one-time premium credit of up to $250. It is for active North Dakota Guard members, armed forces members, veterans, or a veteran’s surviving spouse. It applies only when you open a new account at an organization you own at least 50%. Applications must be received on or after July 1, 2025. The organization can set rules for how to apply and how the credit is paid.

New employer deadlines for decision disputes

The organization can serve decisions by regular mail or electronic means and must include your right to seek reconsideration. You have 45 days to file a written reconsideration that states why you disagree and what result you want, and you may add new evidence; if you miss this, the decision is final. After reconsideration, the organization must issue an administrative order with findings, and if it does not act within 60 days, you may request an appealable determination. You have 45 days from service of an administrative order to request a rehearing, and you must list each specific error; rehearings follow chapter 28-32 rules. Employers may appeal posthearing orders to district court, and the organization may also appeal final hearing officer orders.
