The board can grant a North Dakota certificate to people already certified in another state. This covers water well contractors, monitoring well contractors, pump and pitless unit installers, and geothermal system drillers. You must pay the fee, furnish the required bond, and show your qualifications match North Dakota standards. You must follow the same rules as in‑state certificate holders.
To renew, certificate holders must earn board‑approved continuing education every two years. New certificate holders do not need credits until the second renewal year. Approved training can come from the National Ground Water Association, the North Dakota Well Drillers Association, board workshops, the Department of Environmental Quality, the State Water Commission, or any board‑approved provider. Most courses must be preapproved; submit a course outline, instructor name, length, and how it relates to well construction and service. If a course was not preapproved, you can ask for credit later by sending proof you attended, a course outline, and why you did not get preapproval; the board decides case by case.
The law repeals sections 43-35-11.1, 43-35-12, 43-35-13, 43-35-14, 43-35-16, and 43-35-17. These sections covered parts of the Board of Water Well Contractors' operations. This change removes those older rules and shifts to the updated framework now in law and board rules.
