State rail plan and fair grant sharing

The Department prepares a statewide rail plan and runs it with the Public Service Commission. The plan must share grant money fairly among state, local, and regional transportation authorities. The Department promotes safe, adequate, and efficient service on grant-funded lines. It hires enough trained staff to do this work. It also runs research and public participation programs.

State Transportation Department can secure rail grants

The law names the North Dakota Department of Transportation as the lead state rail agency. It can apply for rail service grants from the U.S. Department of Transportation. The Public Service Commission must approve or cooperate. The Department must follow federal rules and keep strong fiscal controls to manage grant money. It can use public and private funds that the Legislature approves for rail work. It can sign contracts and take steps to bring in the most federal help.

Work to reopen abandoned rail lines

The Department works with the Public Service Commission and other states to reopen or reorganize abandoned rail lines in North Dakota. This aims to restore service where possible.
