State website backs up public notices

The law requires every North Dakota government unit to file any legally required newspaper notice with the Secretary of State. If a newspaper fails to publish the notice, a posting by the Secretary of State counts as the required publication, unless another law says otherwise. The state provides $150,000 from July 1, 2025 to June 30, 2027 to build a public website that lists and archives all required notices. The website must be open to the public and keep an archive. This adds a filing step for governments and makes it easier for people to find notices online. The funding is a one-time item.
