Reinsurance for high-cost individual health claims

The law requires the North Dakota Reinsurance Association to cover part of very large claims in the individual market. For claims under an individual, nongrandfathered plan that total $100,000 to $1,000,000 in a plan year, the association pays up to 75% of the insurer’s share. The board sets the exact attachment points and the coinsurance rate each year by April 1 of the prior year. This helps spread the cost of very large claims and can help keep premiums more stable. The act is an emergency measure and takes effect immediately.
