3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Unified statewide emergency alert system

The law creates one statewide system for Amber, Blue, and Silver alerts. The Bureau of Criminal Investigation and the highway patrol lead activations. Any law enforcement agency can ask them to send an alert. An operational plan sets each role and how State Radio in the Department of Emergency Services broadcasts alerts. The law defines the alert types and “missing endangered individual.” It also repeals older blue and silver alert laws so the new chapter controls.

Clear rules for Amber alerts

Amber alerts are sent only when three rules are met. The child is 17 or younger. The child is believed to be in grave danger of serious harm or death. Enough details exist about the child, abductor, or vehicle, and an immediate alert is likely to help. These limits keep alerts focused on the most urgent cases.

Clear rules for Blue alerts

Blue alerts are sent only when four rules are met. A suspect threatened, harmed, abducted, or caused a law enforcement officer to go missing on duty. The suspect fled and there is a description of the person or vehicle. The suspect is a threat to the public or other officers. Sharing the details may help prevent more harm or catch the suspect.
