Change water permit use, keep priority

If you hold a conditional or perfected North Dakota water permit, you can ask to change its purpose. The Department of Water Resources reviews your request the same way it reviews a conditional permit. Your original priority date stays the same. The Department approves only if the change does not harm other appropriators’ rights. New uses are limited to a higher‑priority use set in state law, or to livestock or fish, wildlife, and recreation use for a reservoir with no water withdrawal.
