Steady oil-tax funding for energy research

The law sets up a dedicated State Energy Research Center fund in the state treasury. Each month, the state deposits 1% of oil and gas production and extraction tax revenue into this fund, before other required allocations. Deposits are capped at $10 million per two‑year budget period. All money and interest in the fund are continuously appropriated to the Industrial Commission to distribute to the State Energy Research Center, which must use the money under section 15‑11‑40. This funding authority includes a sunset date in the law.
