New energy research center at UND

The law creates the State Energy Research Center at the University of North Dakota’s Energy and Environmental Research Center. It does exploratory and innovative energy research, gives access to experts, and provides education and outreach. The center can choose topics, partner with North Dakota colleges and with federal, private, and nonprofit groups, and accept grants, donations, and gifts. It must report its activities and results each year to the interim legislative energy committee and the industrial commission, and to appropriations committees when asked.

No above-ground nuclear waste research

The center may not explore, store, treat, or dispose of high-level radioactive waste above ground in North Dakota. This limit applies with approval by the industrial commission and consultation with the state's high-level radioactive waste advisory council.
