Stronger rules and yearly jail inspections

The Department of Corrections and Rehabilitation sets minimum standards for building, running, and maintaining public and private correctional facilities. It sets rules for the care and treatment of inmates. It must teach facilities how to correctly assess and bill for inmate medical care. Facilities must give inmates access to the rules or post them in a clear place. A qualified inspector checks every facility at least once a year for health and safety, fire safety, security, programs, recreation, treatment, and staff training.

Two-year study of jail health care

During the 2025-26 interim, Legislative Management studies health care in local correctional facilities. The study reviews state and federal rules, funding patterns, and provider challenges. It examines best practices and ways to expand local, state, and federal funding. Legislative Management reports findings and any proposed laws to the seventieth legislative assembly.
