No excise tax for government and lottery vehicles

Beginning July 1, 2025, the motor vehicle excise tax does not apply to certain public purchases. The exemption covers vehicles procured by, owned by, or in possession of the federal government. It also covers the State of North Dakota and its political subdivisions. Tribal governments of federally recognized tribes within reservation boundaries in North Dakota qualify. Vehicles procured by or on behalf of the North Dakota Lottery to be awarded as prizes are also exempt.

Fewer tribal entities get vehicle tax break

Beginning July 1, 2025, only tribal government agencies, instrumentalities, or political subdivisions that do essential government work count as an "Indian tribe" for this exemption. Tribal businesses or entities set up mainly to run a business do not qualify. This narrows which tribal groups can claim the motor vehicle excise tax exemption.
