New title application rules for vehicle owners

North Dakota title applicants only need to list a vehicle’s model year when it is known. The Department of Transportation must assign an identification number when a vehicle has none or its number cannot be found. The department must ensure the assigned number is permanently attached to the vehicle. It may also require a photo of the vehicle identification number before issuing a title.
