The law ties payments to each facility’s current costs. Adult residential facilities must file a cost report by October 31, 2025. The state starts paying based on those costs on January 1, 2026. A second cost report is due December 31, 2026. The state recalculates rates using that data starting July 1, 2027.
The government provides $1,709,302 from the general fund and $1,709,302 from other funds. That is $3,418,604 for July 1, 2025 through June 30, 2027. The money lets Health and Human Services run and set adult residential facility rates.
The law defines an “adult residential facility” as a basic care home that meets Medicaid aged and disabled waiver rules. It must serve people with moderate to severe memory loss or major emotional, behavioral, or cognitive needs and provide daily living support. The law also says “Aged” means 65 or older. These definitions guide who qualifies and which homes get program rates and services.
