City charter changes need voter approval

A city charter change can be proposed by the city board or by a valid petition. City voters must approve it by a majority at an election, in the same general manner as charter adoption. After ratification, one copy must be filed with the Secretary of State and one with the city auditor.

County charter changes need voter approval

A county charter change can start with the county board or a valid petition. The county must publish the proposal once in the official paper within 30 days. At least 60 days after publication, the question goes on the next primary or general ballot. It passes only if a majority of voters who vote on the question approve it.

Faster city charter fixes without a vote

The city governing body can amend charter parts that conflict with state law or a court order. The city must adopt a resolution that cites the legal authority. It takes effect when adopted. No petition or citywide vote is required. The city must publish it once in the official paper or on the city website within 30 days. This shortcut cannot add new powers that were not in the original charter; those must use the normal voter process. The city auditor must file a copy of any charter amendment with the Secretary of State.
