A city charter change can be proposed by the city board or by a valid petition. City voters must approve it by a majority at an election, in the same general manner as charter adoption. After ratification, one copy must be filed with the Secretary of State and one with the city auditor.
A county charter change can start with the county board or a valid petition. The county must publish the proposal once in the official paper within 30 days. At least 60 days after publication, the question goes on the next primary or general ballot. It passes only if a majority of voters who vote on the question approve it.
The city governing body can amend charter parts that conflict with state law or a court order. The city must adopt a resolution that cites the legal authority. It takes effect when adopted.
