2025-2027 funding boost for ag projects

Beginning July 1, 2025, the state transfers $15 million into the fund for the July 1, 2025–June 30, 2027 biennium. Up to $10 million of this can pay agriculture infrastructure grants to cities, counties, and other local governments. The rest supports loans, interest buydowns, and other grants as designated by the committee.

Grant rules and in-state owner priority

The committee must set clear grant rules: who can apply, maximum awards, and reporting. The agriculture commissioner awards grants based on the committee’s recommendations. Applications from businesses mostly owned by North Dakota residents get priority.

New fund and financing for ag businesses

The law creates a state Agriculture Diversification and Development Fund and keeps it available for loans and grants. A committee sets how much goes to loans, interest rate buydowns, and grants. Help is for new or expanding value-added agriculture that is financially feasible, creates jobs, and raises farm and ranch profits; local governments can get grants for needed infrastructure. The Bank of North Dakota sets loan rules with the committee, reviews applications, can partner with local banks, and returns repayments to the fund. The Bank’s servicing fee is capped at 0.5% of outstanding loans, and the fund pays for an annual audit.

Who runs the fund and admin costs

An 11-member committee oversees the fund. Four farmers and one agribusiness owner are appointed by the agriculture commissioner; the governor appoints one member. Other seats go to an independent community banker, the Bankers Association, the commerce commissioner (or designee), the NDSU president (or designee), and the agriculture commissioner (or designee). The committee may use up to 5% of the fund balance on July 1 of each odd-numbered year to run the program for the next two years. The agriculture commissioner can reimburse member travel and expenses, and members not employed by the state get $135 per day for meetings and duties. This slightly reduces the money left for loans and grants.
