College students can use sharing ministries for coverage

Colleges and universities in North Dakota must accept active participation in a qualifying health care sharing ministry as meeting student health coverage rules. This applies to domestic students. International students on J, F, or M visas must buy insurance that meets U.S. Department of State and state board standards, and schools must require it. This option can lower what some students pay for required coverage.

Sharing ministries exempt with safeguards

In North Dakota, a qualifying health care sharing ministry is not treated as an insurance company and is exempt from state insurance rules. To qualify, it must be a 501(c)(3) nonprofit. It must limit members to shared beliefs and only facilitate sharing without a promise to pay. It must report each month the total dollars shared, get a yearly independent CPA audit, and post it or provide it on request. All materials must clearly say it is not insurance and members are responsible for their own bills.
