Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

More Medicaid support for PRTF care

The Department of Health and Human Services updates Medicaid payment rules for psychiatric residential treatment facilities. Payments now cover more direct care costs, including clinical supervisors and medical directors. The rules also support family engagement in care. An administrative cost cap applies to keep overhead in check.

Cap and preapproval for PRTF leave days

Medicaid pays no more than $500 per therapeutic leave day from a PRTF. Providers must get service authorization before those days are paid. This can add paperwork and may delay or limit approval of some leave days.

2025-27 funding for PRTF Medicaid

The state provides $647,149 from the general fund and $660,025 from federal and special funds. The money supports PRTF Medicaid payments from July 1, 2025 through June 30, 2027. This helps keep payments flowing to facilities that serve Medicaid youth.
