Legislative amendments limited to one subject

Any constitutional amendment from the Legislative Assembly must cover only one subject. Each house must pass it by a majority roll-call vote to send it to voters. It becomes part of the constitution only if a majority of voters approve it.

New rules for citizen constitutional amendments

Citizen petitions to change the constitution must cover only one subject. The Secretary of State decides if a petition has more than one subject and will not approve it for circulation if it does. To file with the Secretary of State, a petition must have valid signatures equal to 4% of the state’s resident population from the last federal census. All other initiative rules still apply.
