Pay rules for power board members

Nebraska Power Review Board members get $100 per day for days worked, up to $7,000 a year. The board’s designated Southwest Power Pool representative gets $250 per day for days worked.

Counties pay when indigent; disability patients may move

If the person in a developmental‑disabilities custody case cannot afford costs, the county pays court fees, emergency custody costs, and the court‑appointed lawyer. The state may temporarily move Beatrice State Developmental Center patients to Lincoln or Norfolk when space is open. Patients must get the same care and be billed the same as at Beatrice. Moves happen only if the new facility fits the patient’s needs.

More transparency on state tax incentives

The Governor’s budget includes summaries of tax expenditures and incentive reports, plus recommendations to continue, end, or limit programs. An annual ImagiNE Nebraska report is due by October 31, with a joint hearing by December 15 in even‑numbered years. An annual urban redevelopment report is required, with project‑level details every two years; the director presents it by September 1 (first adjusted date July 15, 2024). An annual renewable chemical credit report is due by January 31 and must list totals and per‑recipient details.

Renewable chemical credits with strict eligibility

To qualify for the renewable chemical tax credit, a business must produce at least 1,000,000 pounds in Nebraska, be located in Nebraska, have organized, expanded, or located on or after January 1, 2021, and be in compliance. The director has 30 days to approve, ask for more information, or deny an application. After you respond, the director has 30 more days. If the director does not act and you meet the rules, approval is deemed. Certified businesses must sign an agreement (for up to four years) and provide data the state reasonably needs.

Longer risk-based parole supervision

The parole board must reduce unsupervised releases. Parolees get at least nine months of supervision. The board must use validated risk and needs tools and consider history, program completion, and conduct when deciding releases.

Fast reporting on emergency sole-source deals

When a state agency approves an emergency sole‑source service contract, it must send the contract and written emergency reason to the DAS Director and the Auditor. It must do this within three business days.

State task force fights trafficking

The state creates a Human Trafficking Task Force to study trafficking, victim services, and prevention. It ends July 1, 2026. The Department of Labor must make posters in English, Spanish, and other languages with a toll‑free help number (like 888‑373‑7888). Posters go in rest stops, strip clubs, and casinos, with more signs placed voluntarily before July 1, 2026.

Water fund limited to plan areas

The state can spend Water Resources Cash Fund money only in areas with an approved integrated management plan. The fund can pay to reduce water use, boost streamflows or groundwater recharge, support plan work, improve soils and water quality, and listed grant projects. By December 1 each year, the department also files reports on program costs, fund uses, energy needs, and related environmental fees and activities.

Angel credit: annual filing and fine

Qualified small businesses, investors, and funds under the Angel Investment Tax Credit must file an annual report by July 1. If you do not file a complete report, the director may fine you $200, revoke your certification, or both.

Evidence checks and DAS property duties

Agencies must, in each even‑numbered‑year budget request, certify for every program if it is evidence‑based or can become evidence‑based. On July 1, 2026, the Department of Administrative Services takes over the Vacant Building and Excess Land Committee’s duties.
