New voting map rules for power districts

Public power districts can split voting precincts to set service areas and election districts. They can describe split areas by section, township, and range. State approval by the Secretary of State is no longer required. Boards can match retail areas to whole or split precincts and wholesale areas to whole counties. Some multi-county districts with mostly rural customers or irrigation works can form election areas by precinct or county lines. This exception needs Nebraska Power Review Board approval that users are not harmed. When drawing director election areas, each must have about the same population. If a metropolitan-class city is inside the district, areas must also be compact and contiguous.
