Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

Dentists and hygienists can practice across states

Nebraska adopts the Dentist and Dental Hygienist Compact. Licensed dentists and hygienists in a Participating State can get a Compact Privilege to work in other Participating States, including Nebraska. You must follow each state’s scope of practice and law rules. Nebraska’s sections authorizing this operate January 1, 2026. Compact Privileges start only after at least seven states enact the Compact.

More experience needed for dental reciprocity

To get a Nebraska dental license based on another state’s license, you must have at least three years of active practice. At least one of those years must be in the three years before you apply. Time in an accredited residency or postgraduate dental program counts toward the three years.

New fingerprint checks for health licenses

Initial applicants for many Nebraska health licenses, including dentists and hygienists, must submit fingerprints for a state and FBI check. You must allow the FBI to share results with the Department and pay the actual costs. This does not apply to dental, physician, or veterinarian locum tenens. Temporary physician educational permit holders have 90 days to comply. This requirement operates starting January 1, 2026.

Dental licensure exam uses simulation

The dental skills exam must use a simulator or a manikin. It must cover periodontal, restorative, prosthodontic, and endodontic tasks. The exam must include a policy to help candidates fix deficits. The Board can review approved exams each year and must review at least every three years.
