Higher SNAP income limit and asset cap

The law raises the SNAP gross income test to 165% of the federal poverty level. It keeps the net income test the same. It removes most asset limits but sets a $25,000 cap on total liquid assets like cash and bank accounts. These changes run only when federal funds are available. On October 1, 2025, the gross income limit returns to the old level. The department reports each year by December 15 on results and costs.

Stricter work rules for SNAP adults

Beginning January 1, 2025, the state does not seek waivers of federal SNAP work rules unless federal law requires it. The department can still use a specific federal exemption option. The department may require non‑exempt adults to take part in employment and training programs.

SNAP Next Step job help

The law encourages eligible SNAP recipients with income between 131% and 165% of the poverty line to join the Next Step job program. This applies only when federal funds are available and services are offered in the county. The Department of Labor does not use state General Funds for this. This encouragement ended on September 30, 2023.

SNAP outreach plan and annual reports

The Health and Human Services Department must seek all federal SNAP options to bring in more federal money and use less state funds. It must file a yearly electronic report to lawmakers by December 1 on actions, caseload, and costs. The department must write a USDA‑approved outreach plan and may partner with counties and nonprofits to run it. Private or federal funds can pay plan costs, and outreach does not have to run if those funds are not enough.

SNAP rules for people with drug felonies

Nebraska opts out of the older federal rule that fully banned SNAP for drug felonies. You are not eligible if you have three or more felony convictions for possession or use, or any conviction for selling or trying to sell controlled substances. With one or two possession/use felonies, you can qualify only if you are in or finished a state‑licensed or nationally accredited treatment program since the conviction. The treatment provider verifies participation or completion.
