New staffing rules for local health departments

The health director is the executive officer of the local board of health. The director hires staff under city or county civil service rules. Staff must meet United States Public Health Standards. Pay follows a compensation schedule set by the board of health and reviewed each year. The staff must have at least one part-time medical consultant who is a licensed doctor.

Stricter rules for community-wide health orders

Local health directors must get written approval from a majority of elected county board members or the city council before issuing any order that applies to everyone. After issuing, the order must be sent to the board of health to be ratified at a regular or emergency meeting. Each order ends seven days after it is issued unless it is reapproved using the same process. The law defines a community-wide order as one for the whole area when there are no known links between cases. It defines an epidemiological link as a plausible disease exposure where at least one person in the chain is a contact or a confirmed, probable, or suspect case.
