Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Medicaid nurse home visits after birth

By October 1, 2025, the Department must apply for federal approval to add nurse home visits to Medicaid. The benefit is for postpartum mothers and babies up to six months old who are on Medicaid. Visits happen in the home and are done by a nurse. The state pays for this using the Medicaid Managed Care Excess Profit Fund, which first covers certain losses and can be used only for listed health services, including home visiting.

State funds training for home visitors

The state can use program funds to pay for training and certification for home-visiting workers. Grants can cover fees and other workforce costs. This helps providers meet required credentials and keep services available.

New rules for state home visits

Home visiting is voluntary. You can say no or stop at any time. The state funds only programs that do regular home visits by nurses, social workers, other trained professionals, or supervised lay workers. Programs must follow an evidence-based model, with certification, trained staff, and a clear manual. Programs that offer only one or rare visits do not qualify for state funding.
