Medicaid covers continuous glucose monitors with a prescription starting January 1, 2023. As of August 1, 2024, people who meet local coverage rules and those with gestational diabetes qualify. By January 1, 2024, Medicaid pays for needed translation and interpretation during Medicaid visits. The department seeks the highest federal match it can. These services are paid from the Medicaid Managed Care Excess Profit Fund.
Medicaid coverage after childbirth lasts at least six months. The department may provide up to 12 months. By January 1, 2025, Medicaid covers an electric personal‑use breast pump for each pregnancy, starting at 36 weeks or at birth. It also covers at least 10 lactation consultant visits per mother. Pump performance standards are set in law, and lawmakers target a 145% rate increase for lactation visit pay.
The law creates the Medicaid Managed Care Excess Profit Fund. Money returned from managed care goes into this fund. It first covers certain managed‑care losses, then pays only for listed health services and system upgrades, like home visiting, medical respite, language access, and glucose monitors. Investment earnings from the fund go to the state General Fund starting October 1, 2024.
The state runs a voluntary home visiting program for pregnant people and families with children age five or younger. Visits are regular and done by nurses, social workers, or trained staff. The state funds only evidence‑based models and can use funds to train and certify workers. Families can say no to services at any time. Programs that offer only one or rare home visits are not funded under this law.
The department must seek federal approval by October 1, 2025 to add targeted case management for evidence‑based nurse home visiting. It serves postpartum mothers and babies up to six months old who are on Medicaid. The Medicaid Managed Care Excess Profit Fund pays for this, not the General Fund.
The department must submit for federal approval by October 1, 2025 to reimburse two medical respite facilities for homeless adults on Medicaid expansion. One site is in a metropolitan‑class city and one in a primary‑class city. After approval, the department reports each year by November 30 on people served, costs, and any health cost reductions. The Medicaid Managed Care Excess Profit Fund pays for these services.
