Nebraska blocks local rent control rules

The law bars cities, villages, counties, and their agencies from setting rent-control rules on private rental property. It covers any local ordinance, resolution, rule, or regulation. Any conflicting local rent-control rule is null and void. This applies even in home-rule cities and counties. Renters lose local rent caps; property owners can set market rents.

Affordable housing rules and voluntary rent caps

The law still allows local land-use or inclusionary housing rules that add affordable homes. It also allows programs where an owner signs a contract to limit rent and rent increases. These options apply only when a city or county adopts them or an owner opts in. Tenants benefit only in places that use these tools.
