School budgets exclude extra retirement costs

Your local school district can raise its general fund budget by excluding the part of employer retirement payments above 7.35% of payroll. The exclusion equals actual SERS employer contributions minus 7.35% of covered payroll. For 2025–26 and 2026–27, districts may also carry over the 2024–25 exclusion. These changes can shift local spending and may affect property tax bills.

New commission to study school funding

The law creates an 18-member School Financing Review Commission. It includes the Commissioner of Education, the Property Tax Administrator, lawmakers, local school leaders, higher education, and at‑large members. The commission studies Nebraska’s school funding, including the TEEOSA formula, and compares other states when practical. It must report findings and recommendations by December 1, 2025, and by November 1 each year after.
