The law defines which lodging sites count as hotels for these rules. It includes hotels, motels, inns, and campgrounds, and excludes hospitals, long‑term care, and student dorms. Owners and operators may give approved anti‑trafficking training, set reporting steps to the Nebraska Human Trafficking Hotline or local police, and adopt prevention policies. If they put the approved training and policies in place, they are not civilly liable for third‑party trafficking at the property. This protection does not apply if they knowingly help trafficking or fail to act reasonably.
The law creates a human trafficking task force in the Nebraska Commission on Law Enforcement and Criminal Justice. It studies trafficking, improves prevention and services, and files electronic reports every July 1 and December 1 until July 1, 2026. Law enforcement, prosecutors, public defenders, judges, and juvenile justice staff receive mandatory training the task force helps design. Training covers state and federal law, how to find and help victims, prosecution methods, work with nonprofits, and victim safety. The Department of Labor may adopt rules to carry out these parts. The task force ends July 1, 2026.
The Department of Labor must make and place human‑trafficking posters in English, Spanish, and other needed languages. Posters list a toll‑free help number, preferably (888) 373‑7888. They must go in rest stops, strip clubs, casinos, and hotels and similar lodging. The Department works with businesses and nonprofits to add signs in schools, gas stations, hospitals, airports, and transit hubs. It coordinates with the task force before July 1, 2026.
