New bidding rules for DOT work

For DOT projects over $250,000, the department posts bid notices online at least 20 days before the bid deadline and runs a county newspaper ad once a week for three weeks. The notice lists the project location, where to view plans, and when bids are filed and opened. Online posting for at least 20 days counts as notice even if the newspaper ad is late or missed. For projects of $250,000 or less, the department may invite at least three bidders and can award if it gets one responsive bid, or it may use public notice. The $250,000 threshold adjusts each October 1 by CPI-U and rounds up to the next $1,000.

DOT buying power and building oversight

The Department of Transportation can buy or lease materials, machines, supplies, services, and labor for highways. It can also lease or build offices and storage buildings and manage its tools, equipment, and buildings. The department must get the Legislature’s consent before building any building that costs more than the adjusted capital-project threshold and $100,000. That threshold is tied to the figure set in state law and adjusts over time.
