Beginning July 1, 2025, the state creates a Convention Center Support Fund for approved projects. The State Treasurer certifies transfers after an audit, and the state investment officer can invest the money. Lawmakers can also move money back to the General Fund. Approved cities or counties can get state help, but not for operating costs. Help is capped at 70% of certain sales taxes tied to the facility and at $150,000,000 per project, and it cannot exceed eligible project costs.
Beginning July 1, 2025, a high-poverty area for job training grants is one or more connected census tracts with over 30% of people below the poverty line. The law also includes all tracts that touch those tracts. This definition guides which places can get job training grants.
Beginning July 1, 2025, an area counts as an economic redevelopment area if two tests are met. Its unemployment rate is at least 150% of the state average using the latest census or ACS 5-year data, and the census tract’s poverty rate is 20% or more. These rules apply for state programs and for the Nebraska Innovation Hub Act.
Beginning July 1, 2025, the state splits aid to certified development districts three ways: 50% equally, 20% by population, and 30% by the count of local governments in each district. Population uses the latest federal census; the Department can set unincorporated counts if data is missing. Existing funded districts do not lose money just because new districts are added. State aid to any district cannot be more than the local dues that district actually received and the Department verifies.
