Shorter terms for Nebraska parks commissioners

The law reduces how long a person can serve on the Nebraska Game and Parks Commission. A member can now serve only two full terms, down from three. Time spent finishing an unexpired term does not count as a full term. This limit controls who can be reappointed to the commission.
