More funds and 75% pay for senior services

The department reimburses each area agency on aging for 75% of the actual cost of approved services. Payments come from state, federal, and other available funds, and are paid by the 20th of each month. If total funds are short, payments are reduced for all agencies. Costs above an approved budget are not paid. The law also sets intent to send $2 million in 2025–26 and $2 million in 2026–27 from the Medicaid excess profit fund, split equally among eight agencies ($250,000 per agency each year).

New Medicaid fund, earnings redirected

The law creates the Medicaid Managed Care Excess Profit Fund. It holds money that Medicaid managed care plans return to the state. The fund first covers any losses under state Medicaid law, then pays for listed health services. Uses include Medicaid care, system upgrades, home visiting, medical respite, translation, continuous glucose monitors, prenatal services, intergenerational care grants, and eligible aging services. Beginning October 1, 2024, investment earnings from the fund go to the General Fund, and the state investment officer invests the money under state law. The law also repeals two older sections to fit these changes.
