Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

More access for school employee groups

The law defines who counts as a certificated employee and which employee groups are covered. School boards must let these groups use certificated employees’ physical or electronic mailboxes when the group asks. Groups can share recruiting info or send a representative to staff meetings, including orientation. Representatives must be district employees or represent a district employee. If one group can post signs or materials in a school, all similar groups get the same access.

Limits on school calendars, bargaining law unchanged

School boards cannot name any day or break in the school calendar after an employee group. This law does not change the Nebraska Industrial Relations Act. Collective bargaining rights, procedures, and the Commission of Industrial Relations stay the same.
