Bill Overview

Analyzed Economic Effects

7 provisions identified: 0 benefits, 7 costs, 0 mixed.

Higher fees for building plan reviews

Starting September 1, 2025, the State Fire Marshal uses a new plan‑review fee schedule. The base plan‑review fee cannot be more than $5,500, and the old schedule stays in place through August 31, 2025. If your plans need an accessibility review, you pay an extra 50% of the base fee, up to $5,250. If you submit plans after work has started, you also pay a late penalty of $100 plus 50% of the plan‑review fee, on top of the fee.

Fireworks permits, seller fees, and checks

To hold a public fireworks display, you must pay $110 with each display‑permit application. To sell fireworks, you must pay license fees: $1,500 for a distributor, $200 for a jobber, and $125 for a retailer. Retailer applications must arrive at least 10 business days before the sales period; licenses cover only the listed sales period and calendar year and must be posted. Licensed sellers may not sell display fireworks unless the buyer has an approved display permit.

One-time $5 heating oil tank registration

Owners of farm or residential heating oil tanks must register each tank and pay a one‑time $5 fee. The registration stays valid until you report the tank is permanently closed. The fee goes to the Petroleum Products and Hazardous Substances Storage and Handling Fund.

Fire alarm inspector exam fees

If you take the fire alarm inspector exam or get certified, you pay the fee the State Fire Marshal sets, up to $100 each time.

Fire safety inspection fees set

If your site needs a fire safety inspection, you pay a fee between $25 and $150 per inspection. The same range applies to repeat inspections within 12 months. The licensee or applicant pays the fee. For foster family homes, the Department of Health and Human Services may pay instead.

Costs for underground storage tank permits

Installing a new underground storage tank requires a $50 permit fee per installation. There is no fee for permits to maintain, use, or permanently close a tank under the listed rules. Operating tanks must be registered each year by December 31, with a fee up to $30 per tank. Tanks permanently abandoned on or after January 1, 1974 may use an initial registration without yearly renewal.

Fees for sprinkler contractor certificates

Water‑based fire protection contractor certificates cost up to $100 to apply or renew. File renewals at least 10 days before expiration and include a sworn statement that your responsible managing employee is employed. Certificates expire on September 30 of the year after issue.
