24/7 free help for youth and families

Beginning September 1, 2025, DHHS runs 24/7 Family Resource and Juvenile Assessment Centers in metropolitan cities. Families get assessments and many services at no cost. Help includes counseling and trauma‑informed care; tutoring and mentoring; job‑readiness and money skills; substance‑use support; and food and clothing help. Centers host community providers and navigators, partner with local businesses for apprenticeships, and keep membership in the National Assessment Center Association. Youth get follow‑up help after services, and the pilot ends September 1, 2030.

Strong standards and community voice for centers

DHHS sets strict rules to choose and oversee the centers. Applicants complete a national family‑strengthening self‑assessment, apply, and allow site visits and staff interviews. To be designated, a center must offer core services, hire trained trauma‑informed staff, partner with local groups, and track outcomes. Each center has a youth council and parent board and runs outreach with schools, faith groups, and community groups. DHHS evaluates results each year and selects only two centers for the five‑year pilot.

Funding limits and grants for pilot centers

Funding comes from the Medicaid Managed Care Excess Profit Fund. Each designated center can get up to $500,000 a year, if money is available. Administration is capped at the smaller of 10% of program funds or $50,000 a year. If the fund has no money, the state cannot use General Funds for this pilot. The law also adds the pilot to the list of permitted uses of the fund.
