Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Mines must notify utility, accept curtailment

Beginning October 1, 2025, anyone installing a 1-MW-plus crypto mine must notify the local utility. The project must meet the utility’s interconnection rules. Mining operations must also allow the utility to interrupt service under its rate schedules and policies. This protects the grid but can cause lost production for the operator.

Crypto mines must fund grid upgrades

Beginning October 1, 2025, utilities can make 1-MW-plus crypto mines fund needed grid upgrades. They may require direct payment, a letter of credit, or other terms. Any requirement must be fair, reasonable, and not unduly discriminatory. The utility must finish a load study first to show costs and upgrades.

Public can see crypto mines energy use

Beginning October 1, 2025, each public power supplier posts the number of crypto mines it serves. It also posts each operation’s annual energy use. This gives communities clear data on local power demand from mining.
