Line-of-duty payments to families

The state pays four indemnification claims from the General Fund. Payments go to trust accounts on behalf of the Estate of Kevin C. Carter ($395,000), Amy Eidenmiller ($85,000), Rachel Ritke ($162,500), and Gerald Krolikowski ($185,000). Payments run through Program 592 in Agency 65. The state issues payment only after proper vouchers and a signed receipt and full release.

Tort claim payouts from state insurance

The state pays seven tort claims from the State Insurance Fund, totaling about $1.45 million. Payments include $950,000 to the Rembolt Ludtke trust account and $375,000 to the Friedman Law trust account. Other payments go to Ekeh Law ($49,826.83), Berry Law ($26,500), Hauptman O’Brien ($16,250), Traveler’s Insurance ($17,983.05), and Progressive ($10,894.24). Payments run through Program 594 in Agency 65 after proper vouchers and a signed receipt and full release.

Workers’ comp settlements for injured employees

The law funds nine workers’ compensation settlements for injured state employees. Named claimants receive $25,000 to $275,000 each, including $275,000 for Matthew Nicholas and $250,000 for Maureen Scanlon. Payments come from the Workers’ Compensation Claims Revolving Fund through Program 593 in Agency 65. The state pays after proper vouchers and a signed receipt and full release.

One-time payments to county and vendors

The state pays three settled claims from the General Fund. Nebraska Press Advertising Service receives $348,654.28, Follett Corporation receives $134,046.00, and Johnson County receives $182,058.97. Payments run through Program 536 in Agency 65 after proper vouchers and a signed receipt and full release.

State writes off old agency debts

The law lets agencies remove old, uncollectible debts approved by the State Claims Board. Amounts include DHHS $1.424 million, Transportation $120,741.50, Labor $90,339.82, NPERS $49,591.34, Environment and Energy $53,256.46, Veterans’ Affairs $14,983.58, and DMV $14,296.88. These are one-time write-offs that lower recorded state receivables.

Receipt and release before payment

The Director of Administrative Services draws warrants and the State Treasurer pays them from the named funds. No warrant is delivered until each beneficiary files proper vouchers and a signed receipt and full release. This rule applies to all payments in the act.
