4 provisions identified: 0 benefits, 2 costs, 2 mixed.
DOT must publish a bridge map by January 1, 2026 and review it each year. Permit holders must carry a paper or digital copy. Overweight raw‑milk trucks may not enter bridges marked as prohibited. If a truck enters a prohibited bridge and causes damage, the owner must pay all repair costs. These trucks cannot use the Interstate unless the permit allows it and FHWA gives written approval.
The department can revoke a permit for violating the raw‑milk truck rules. Some violations trigger automatic revocation. Revocation takes effect only after you get written notice, and you can appeal under the Administrative Procedure Act. If DOT finds these permits risk federal aid, it must revoke all of them statewide.
The law lets dairy haulers get special permits to run overweight trucks that carry only raw milk from a farm to a processing plant. A permitted truck’s gross weight cannot be more than 107,500 pounds. Each axle and axle group must meet the federal bridge formula limits as of January 1, 2025. DOT can allow some extra vehicle length when needed to meet axle‑weight rules. If DOT grants that length exception, the truck is exempt from the usual length limits for that trip.
Because an emergency is declared, this law takes effect upon passage and approval. The permits, limits, and enforcement rules apply right away.
