Electronic payments and safeguards for natural resources districts

The district board must approve every payment. The treasurer, assistant treasurer, or a person the treasurer authorizes makes the payment. Payments can be by check or by electronic transfer, including ACH. Any permission to sign for the treasurer must be in writing and filed with the secretary. If the treasurer’s bond does not cover those signers, the district must buy a corporate surety bond, file it with the secretary, and have two other officers approve it in writing. The secretary reports any such bonds or changes to the board at each meeting.
