Electronic payments and bond safeguards for natural resources districts

Natural resources districts can now pay bills by electronic transfer, including ACH and EFT, as well as by signed paper checks. The board must approve or authorize all payments. The treasurer, assistant treasurer, or a person the treasurer authorizes in writing may sign for payments, and that written authorization must be filed with the district secretary. If the treasurer’s bond does not cover losses from an authorized signer’s wrongful acts, the district must buy and file a corporate surety bond approved in writing by two officers other than the treasurer. The secretary must tell the board at each meeting about any such bonds filed and any changes since the last meeting.
