Beginning October 1, 2025, medical and research facilities may not use genetic sequencers or sequencing software made by or linked to foreign adversaries. Any covered devices or software on hand must be permanently disabled or removed. Genetic sequencing data used in Nebraska cannot be stored in a foreign adversary country or accessed remotely from there.
Beginning October 1, 2025, lobbyists must state on registration if they represent a Chinese military company and disclose it is a foreign adversary. Consultants for such companies must file required details before starting any influencing work and acknowledge they act for a foreign adversary. Breaking these rules costs $100,000 for the first violation and rises by $100,000 each time, up to $1,000,000 per violation. If your tip leads to a finding and the commission recovers a civil penalty, you receive $50,000. People who file statements of financial interest must also list any businesses they were associated with and their role.
Beginning October 1, 2025, public entities may not contract or renew contracts that send funds to scrutinized companies for tech products or services, or for goods that originate with them. Tech bidders must certify they are not scrutinized, will not subcontract with such firms, and that goods do not originate with them. Limited exceptions apply if no reasonable alternative exists and the Department of Administrative Services preapproves after a threat review, or for electric suppliers that meet NERC critical‑infrastructure rules.
Beginning October 1, 2025, acting as a foreign principal’s agent to enforce a foreign government’s laws in Nebraska without approval is a Class IIA felony. If an agent knowingly commits listed offenses to coerce, silence, or retaliate against protected conduct, the penalty rises to the next level; a Class I misdemeanor becomes a Class IV felony.
Beginning October 1, 2025, the Nebraska State Patrol may develop training for law enforcement on spotting and responding to transnational repression. The Patrol may run a multilingual website for the public to report cases and a public awareness campaign. It may send electronic reports to the Legislature about complaints and outcomes, and prepare or commission an in‑depth report on the threat.
Beginning October 1, 2025, Nebraska colleges may expel or dismiss students, faculty, researchers, adjuncts, or employees who willfully violate the foreign‑agent registration law and can bar campus entry. Each institution must adopt a policy on permanent expulsion or dismissal for such violations.
Beginning October 1, 2025, anyone acting as an agent of a foreign adversary or foreign terrorist group in Nebraska must register with the Attorney General. File two copies of any materials you send to two or more people within 48 hours and label them with a clear notice. Keep books and records during the agency and for three years after; officers and directors must ensure their organization complies. The Attorney General keeps a permanent public copy, may issue civil investigative demands and rules, reports to the Legislature every six months, and posts monthly updates online. Agents who testify to lawmakers or local boards must provide their latest registration, and businesses and nonprofits must attest on required filings that they follow this law. Willful violations or false filings can cost up to $50,000 per person per year; fix deficiencies within 10 days or stop acting as an agent.
