The law sets a clear mission for the Commission on African American Affairs. It brings together African American leaders to improve well-being and advance rights across Nebraska. The commission promotes helpful laws and coordinates programs in housing, education, health care, jobs, economic development, and public safety. It works with state and federal officials, informs the Governor, educates the public, and starts projects to boost civic involvement.
The commission meets at least quarterly in January, April, July, and October. At least one yearly meeting is held in the Nebraska city with the largest African American population. It must post notice at least seven days before meetings on its website and social media and share with local media; minutes must be posted online. Eight voting members can call a special meeting, and eight make a quorum. The commission lists all commissioners on its website and sends one electronic annual report to the Governor and the Clerk with its work, finances, and community needs.
The commission can hire an executive director and set pay, but the director must be an African American and a legal Nebraska resident. An office is provided for executive management. An executive board of the chair and four members runs business between meetings and can sign small contracts for consulting, supplies, and equipment. Each contract is capped at $2,000.
The commission has 14 voting members, all of African ancestry. The Governor appoints them from panels of public nominees, and members may serve up to two full four-year terms. At the first appointments, one seat goes to an immigrant or new American and one to a young professional age 18 to 24. The commission may add nonvoting ex officio members who need not be of African ancestry and elects a chairperson from its members. A member’s seat becomes vacant if they miss meetings without a valid excuse.
