The law defines the Governor's Emergency Cash Fund. It holds federal reimbursements and other nonfederal money. The fund pays eligible costs from state emergency disaster declarations, except where another law directs otherwise. The state invests the fund. Beginning October 1, 2024, investment earnings go to the General Fund. Lawmakers may transfer money between this fund, the General Fund, and the Cash Reserve.
The law creates the Rural Health Professional Incentive Fund. It pays student loans for eligible students at approved schools. It repays qualified education debt for physicians and psychiatrists in Nebraska residency programs and other eligible health workers. The state deposits appropriations and repayments under the Act into the fund. The state invests the fund, and lawmakers can transfer money to the General Fund.
The state creates a cash fund to maintain vacant state buildings and extra land and to cover sale or disposal costs. Money from named property proceeds goes into the fund. The state invests the fund, and lawmakers can move money to the General Fund. The law also limits when the Task Force for Building Renewal can use its money. Funds may be used only if a building qualifies under the Deferred Building Renewal Act and to pay the administrator’s job expenses.
The law repeals several older or obsolete statute sections, including prior versions of 72-816 and 81-829.33, and sections 50-301 to 50-306, 71-5670.01, 90-267 to 90-270, 90-562, and 90-563. These sections no longer apply. This is legal cleanup and does not create new direct costs or benefits for households.
