The law expands what counts as a "project" under the Nebraska Rural Projects Act. Developers can count more costs at one qualified site for a new industrial rail access business park. Covered costs include land, site prep, roads, utilities, rail spurs, and help for the first tenant in manufacturing, processing, distribution, or transloading. Costs on nearby property not owned by the applicant also count if they directly benefit the park and are critical; examples include rights‑of‑way, turning lanes, and rail yards tied to a main line. Projects within 30 miles of Nebraska’s largest man‑made water reservoir can count site, transport, or rail‑spur costs, effective immediately.
