The law makes the Nebraska Children’s Commission a standing forum to improve child welfare and juvenile justice. The Governor appoints 15 voting members, including a parent with system experience, a former foster youth, a tribal representative from three nominees, and one member from three nominees of the Commission on African American Affairs. Nonvoting members include leaders from the Legislature, courts, education, health and human services, the Foster Care Review Office, and the Inspector General. The commission may hire staff and a policy analyst, use Foster Care Review Office space, and bring in a planning consultant. Members are reimbursed for expenses, must avoid conflicts, and operations are intended to use the Health Care Cash Fund in FY 2019–20 and 2020–21.

Racial profiling advisory panel created

The law creates the Racial Profiling Advisory Committee to advise the state’s law enforcement commission. The panel includes ex officio leaders from law enforcement and the state commissions on Latino-Americans, Indian Affairs, and African American Affairs. The Governor also appoints eight members from lists submitted by police groups, unions, civil rights groups, and the state bar. It organizes within 30 days, meets at least twice a year, and can hold special meetings. It reviews agency anti-profiling policies and data, recommends analyses, and advises on steps to prevent racial profiling and on possible enforcement of the profiling ban.
