Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

Tribal governments can apply for grants

Tribal governments can apply for grants from the Civic and Community Center fund. This opens a direct path for tribes to seek state funding.

Cities blocked from duplicate project grants

The law blocks cities from getting Civic and Community Center money if they already got a Sports Arena grant for the same project. A city of the primary class that got any Sports Arena grant cannot get a Civic and Community Center grant. Any city that got Convention Center Facility Financing help cannot get Civic and Community Center funds.

Standard application forms and statute update

Applicants must use forms made by the department when they apply for these grants. The law also repeals the prior version of section 13-2706 as part of updating this section.

One-year grants tied to creative districts

From July 1, 2027 to June 30, 2028, a city is eligible only if it partners with a certified creative district and is not barred by the rules above. The department gives preference to projects with a certified creative district partner and works with the Nebraska Arts Council. Grants under this one-year rule are set by the Arts Council and are at least $100,000. These special rules end after June 30, 2028.
