Housing help for abuse survivors

Nebraska DHHS runs a program to keep domestic violence and sex trafficking survivors housed. It can pay rent, utilities, security and utility deposits, and similar costs. DHHS gives grants, loans, and reimbursements and may pay providers directly. The agency sets a funding formula with input from survivor groups and can contract with certified nonprofits or tribes. After housing bills are current, up to 20% of those costs can help buy or fix housing for survivors. You must meet the state’s definition of a survivor to qualify.

Deed tax funds housing and services

For every $2.25 of documentary stamp tax collected, $0.50 stays with the county. The rest goes to state funds: $0.95 to the Affordable Housing Trust Fund, $0.25 to the Site and Building Development Fund, $0.25 to the Homeless Shelter Assistance Trust Fund, $0.30 to the Behavioral Health Services Fund, and $0.07 to the Survivor Housing Assistance Fund. This provides steady support for housing, shelters, behavioral health, and survivor housing help.

Lower deed tax on property transfers

When you transfer real estate, the grantor pays a documentary stamp tax of $2.25 for each $1,000 of value (or fraction). Value is the price paid, including any debt assumed. For gifts or nominal deals, value is the current market value. The tax is shown by stamps on the deed and must be paid before recording.

Courts weigh abuse and trafficking in sentencing

When prison is not required, judges must weigh if the person was abused by a partner or family member, exploited for money, or is a trafficking victim. These facts count in favor of probation or other non‑jail options. Other listed factors still apply.

More sales data for fair taxes

Real estate deals with more than $100 in price or over $2.25 in deed tax now count as sales in the state file. You must file the real property statement for these transfers. The state can review and correct how sales are classified. Officials use this file to check assessment quality across counties.
