Natural resources districts can run demonstration projects to show how to conserve soil and water and prevent erosion. They can do projects on state land with the agency’s cooperation and on private land with the owner’s consent. Projects must be coordinated with the University of Nebraska’s agricultural research division. Districts can also start or join education and research programs on water quality, water quantity, and soil health with farmers, schools, nonprofits, and public agencies.
Natural resources district staff can enter your land after they notify you. They can do studies, surveys, and research on soil and water. This entry is not trespass. The district must pay you for any proven damage it causes. If you cannot agree on payment, you can file a petition under section 76-705.
The law that created the Healthy Soils Task Force is repealed. The task force no longer has its legal basis. The Department of Agriculture must send the Legislature clerk electronic copies of the task force plan and findings as of January 1, 2021. The department must also send agendas, minutes, and other documents. All must be submitted by January 1, 2027.
The Director of Agriculture can accept voluntary gifts and charge fees for services or publications. These receipts go into the Agricultural Products Marketing Information Cash Fund and are spent under existing cash-fund rules. The Fertilizers and Soil Conditioners Administrative Fund can pay up to $10,000 for Department costs tied to Healthy Soils Task Force support.
