The law lowers the public-bid trigger from $90,000 to $30,000 for first‑class and second‑class cities and villages. This applies to enlargements or general improvements, like water or sewer lines, streets, and bridges, when the cost is charged to the property. Contracts over $30,000 now need council or board approval and public advertising for bids. For municipal electric utilities, no‑advertising awards are allowed up to $30,000; up to $60,000 if annual retail sales are over $1 million; up to $90,000 if over $5 million; and up to $120,000 if over $10 million. Higher sales tiers keep larger no‑advertising limits: $500,000 (over $20 million), $750,000 (over $30 million), and $1,000,000 (over $75 million). The same thresholds apply to buying equipment used for these projects.
