Local boards can switch election methods

Cities not under a home rule charter, villages, counties with 400,000 people or fewer, and school districts can ask voters at a general election to change how members are elected. They can switch between at‑large and by‑district or by‑ward elections. The governing body can place the question on the ballot, or voters can force it by petition. Petitions need signatures equal to 25% of the votes cast for the last winning candidate. If voters approve, new districts or wards are drawn by October 1 after that election.

Smaller planning boards and alternates allowed

Planning commissions in cities of the second class and villages have five regular members by default. This replaces the prior default of nine. A city or village may set the size at 3, 5, 7, or 9 by ordinance. If set at 3, 5, or 7, first terms are staggered so about one‑third serve 1, 2, and 3 years. A city or village may add one alternate member, who serves three years, is appointed by the mayor or chair with board approval, and is unpaid.
