Batch business‑entity info costs $15 per up to 1,000 entities; each extra 1,000 is $15. Electronic registration certificates cost $6.50 each. Full database subscriptions cost $300 weekly, $1,000 for a twice‑monthly service, or $800 monthly. Federal liens on real property can be sent to the Secretary of State electronically. The Secretary forwards them to the county register of deeds, and the lien is effective when the register files it. Federal liens on personal property may be filed electronically with the Secretary. A county certificate showing whether a lien is on file costs $1.50; copies cost $1 per page. Beginning July 1, 2001, the Secretary provides UCC‑style information and may charge the UCC fee schedule for certain federal‑lien notices filed on or after July 1, 1999.
State tax liens on real property are presented to the Secretary of State, who sends them to counties for filing. A lien is effective when the register of deeds files it. Presentment can be by direct electronic input. Personal property tax liens are filed with the Secretary and entered in a central index. The uniform fee equals two times the county recording fee. The Secretary bills the Tax Commissioner or Commissioner of Labor monthly, and no payment is due at presentment.
The Secretary of State keeps a master list of farm‑product liens. Buyers and other users can register each year to get it. Registration costs $30 per year, plus up to $200 per product list per year. The list comes at least every three months and no more than once a month, with set cut‑off dates. Lapsed or ended filings are removed before each release. The state seeks USDA certification and retires older sections of law to fit the new system. The Secretary keeps a record of who registered and which lists they got for five years.
